King Renard is a power-hungry warlord. As befits such a ruler, he is involved in a growing battle with Queen Tatania for dominion over Terrana. While Renard has a full army of soldiers, he knows it is not enough to overtake Tatania's ranks- they are fairly even in size. Most likely, this is the reason that Renard made a pact with Machestro; with the Machina army hidden away and ready to attack at a moment's notice, Renard has a secret weapon and can afford to be a bit more audacious in his attacks against the Queen.
Renard's portly figure, grisly battle scars, and short temper may be intimidating to both his subjects and enemies, but they actually do more to hide his cowardice than anything else. Renard's confidence lies in careful planning, traps, and sheer numbers- but if these tactics fail, he wastes no time in making a quick retreat.
Though the only interaction we see between Renard and his daughter is somewhat less than warm, we can probably assume that when not preoccupied with warmongering, Renard may truly be a caring father. Evidence for this can be seen in the fact that Princess Rosalyn was initially unaware of how cruelly he often treats his subjects; he obviously never acts this way when she's around.
Renard does pose a real threat to Jack's quest- his soldiers lie in wait for the heroes at every turn and leave them a little more battered with each fight. But as Jack's team comes closer and closer to finding and destroying Machestro, Renard's hold on Terrana slips a little more.
